First CIAA Women's Tournament MVP to Deliver Tip-Off Keynote Address

Hampton, VA The Central Intercollegiate Athletic Association is pleased to welcome Brigadier General Shelia R. Baxter, the CIAA's first organized tournament MVP to deliver the tip-off banquet keynote address on Sunday, February 26, 6:30pm at the Westin Hotel, Charlotte.

Baxter was the 1976 CIAA Women's Tournament MVP, the first Virginia State University player to score 1,000 points within four years and was named to the All-CIAA team from 1973-1977. Shelia has also been voted to the Muhammad Ali Women's Collegiate All-American team in 1976-1977 and played two years in the All-Army Basketball League in 1977-1978.

Brigadier General Baxter was born in Franklin, Virginia and graduated from Virginia State University with a Bachelors Degree in Health and Physical Education and was commissioned a Distinguished Military Graduate through the Reserve Officer's Training Corps. She holds a Masters Degree in Health Services Management from Webster University.

Baxter entered the Army as a Medical Service Corps Officer in 1978. She has enjoyed a variety of staff assignments including Platoon Leader and Training Officer; Executive Officer, Director of Logistics, Office of the Surgeon General and Chief of Staff, U.S. Army Medical Research and Material Command, Fort Detrick. Shelia is also a licensed Evangelist with the Church of God in Christ, Inc.
